Hello, my name is Kim Nemer and I am reporting out the City Council meeting Tuesday, April the 18th. We had a lot of things accomplished, but it was a fairly short meeting, relatively to past meetings. We did not have any presentations and so the council jumped right into the consent calendar. I'll highlight a few things that might be of interest. First is the City Council authorized the purchase of a parcel on Tarmac Road and Shasta View Drive. That's just north of Highway 44, adjacent to the state fund office building there. And it is a 1.33 acre property intended for future firehouse. So no plans right now to build anything. But the fire department has identified this location as being very strategic to future growth. And so we're going to go ahead and try to acquire this property for future needs. Also, we adopted resolutions acknowledging our Tree City USA and Tree Line City USA, which are awards that are given out by the Arbor Day Foundation in recognition of cities and utilities that utilize best practices in their tree management. This is the 42nd year that the city has been awarded the Tree City USA Award, and it is the 29th year that REU has been acknowledged with a Tree Line City USA Award. The city council also authorized a grant from the police department to seek out funding from the state Boating and Safety Department for the purchase of a boat for river patrol.

And then we moved on to the regular calendar. We had just a few items, one of which was a letter to the Bureau of Indian Affairs regarding a free be to trust application submitted by the Redding Rancheria. So I want to be clear that this property that is being discussed is adjacent to the existing casino just between Highway 273 and the hotel is currently a parking lot. And so they're going through application, seeking to move that into trust. Sovereign designation and City was requested to provide some information relative to taxation and utilities. And that letter going back provided that information. It was not there was no opinion or recommendation on the overall project, just responding to questions that were asked by the BIA. And again, this is property that's already a parking lot serving the hotel and the casino there. They also were asked to look at selling some city-owned property on Lockheed Drive that is across Airport Road from the Redding Regional Airport to Shasta County. So Shasta County Sheriff's Office has identified this location as one that would fit their needs for both a South County headquarters and an emergency operations center. So the city council directed staff to work with the county and to seek out appraisals for this property and keep that that conversation negotiation going.

The REU staff came forward seeking to extend an existing revolving line of credit with US Bank, and that line of credit was taken out as a reaction during COVID to make sure that we had access to cash if needed.This extends the term and availability of that. However, any access to that line of credit would require city council action, budget resolutions, all that. So it's really kind of a safety valve. If for some reason emergency would occur that we needed to tap into some cash that would be available to us and again would require approval at every step by the City Council. Also at the end of the meeting, I presented a oral presentation on our upcoming Panorama Park project. So we're moving along through the design process. Just as a refresher, this is on Lake Boulevard, located between Panorama and Tamarack, across the street from Rocky Point Academy School is a large neighborhood park. It's about ten acres and it will include the city's first gymnasium. So our staff are super excited about that. We're calling it a fieldhouse with a gymnasium, as well as a few classrooms that will have an extended covered porch, a playground, a soccer field, a dog park, walking trails, landscaping and a parking lot. So we were able to share renderings that are in progress. And the work of the architecture firm has done with us. And this comes as a request from the City Council to pass meeting to update them on this project, as well as kind of what the state of our indoor courts and gymnasiums is.

And so really that has been a glaring need in our community for a long time. We identified gyms as a high priority in the 2000 Park Master plan. And again in the 2018 draft. Right now, the city relies exclusively on schools for use of their gyms. We have two joint use agreements and we have other facility arrangements. But schools also have an overwhelming demand for these gym spaces. So we're really excited about what the Panorama project will bring. And then later on, after council reports and item 11, which is items for future meetings, Council member Jack Munns requested that the City Council consider directing staff to look at what it would take kind of feasibility of a hardcourt palace or a multi-court gym facility similar to what we have for the soccer park and big-league dreams, but for basketball. And so the rest of the council endorsed that kind of exploratory work, acknowledging that there's no funding at this time set aside for that, but that there continues to be interest in that and it would be beneficial to get parties together to start discussing that. And so that council had consensus on that and directed staff to start to work on that. And that concluded our meeting. We were out of there in about an hour.
