To start the meeting off, Mayor Dacquisto issued a few proclamations. April 20th, 23 was proclaimed Child Abuse Prevention Month in the City of Redding with Pathways to Hope You Prep, middle and high school teams were recognized as the winners in the 2023 FA NorCal Regional Science Bowl and a proclamation declaring April 2023 as Arts, Culture and Creativity Month in the City of Redding was issued.

There were also a few notable items on the consent calendar. Item 4.1 B was pulled from consent and moved to item 9.1 B as a letter of opposition to Senate Bill 423. More on that shortly. Also, the consent calendar included continuing a contract with no boundaries to increase the number of hotel rooms available for the unsheltered in our community.

Next up, the consent calendar covered the approval to continue the emergency road repair work on East Side Road to fix the compromised storm drain pipe damaged in the last set of storms. And lastly, the consent calendar included adopting a resolution approving the volunteer program report for 2022 and calling out April 16th through 22nd as Volunteer Appreciation Week. This acknowledges all the great work volunteers do for our city.

Now moving into the regular city council meeting, Mayor Michael Dacquisto made a few appointments and reappointments for the Building Code Board of Appeals. Five people were appointed or reappointed. Item 6.1 was a public hearing to adopt a resolution of a new landscape maintenance district at Rancho and Airport Road. 21 commercial units are being developed and there are required to form a landscape maintenance district in order to be approved. A landscape maintenance district is a program that collects funding from the tenants of the district to help maintain and upkeep landscaping annually. Lmds are essentially like hoa's, but for landscaping, this passed unanimously.

Next up was item 9.1 B, which was a letter of opposition to Senate Bill 423. Sb 423 is an amendment and extension of SB 35, which was signed back in 2017 and was intended to boost the production of affordable and working class housing by streamlining approvals. Sb 35 Currently sunsets at the end of 2025, SB 423 projects must be in line with city zoning and cannot authorize housing in areas the city has not already authorized for housing. They must follow city density rules and setbacks and height requirements outlined by the city.

However, the city's recommendation to council was a letter of opposition to SB 423 per city manager Barry Tippin. The city pays prevailing wage on its projects and SB 423 removes local control, including the removal of requirements of the Environmental Quality Act or SEQUA. These projects don't have to analyze traffic, have use permits or offer public comment on projects. Developers can come in and build what they want without any input from the neighborhood, any input on what it would look like on any parking issues. Cetera. Based on this, the council voted five zero to send a letter in opposition of SB 423.

Item 9.6 A was to consider approval of the City of Redding Turtle Bay Boat Ramp project presented by Community Services Senior Project Coordinator Travis Menne originally constructed in 1969. The boat ramp is a one lane ramp and includes the original restroom, which is in a state of disrepair. Expanding parking and dock work were completed in 2004. Revamped with this boat ramp would allow for additional recreation amenities in the riverfront park and boat ramp areas. Stakeholder groups have been collaborating since 2015 and currently the design is 90% complete and ready to file for permitting. There were many public comments, primarily from those in the fly fishing community and Redding Rodeo. After much council discussion and questions, this passed 4 to 1.

Next up was item 911, where Director of Public Works Chuck Aukland asked the council to consider a response to the Shasta County grand jury regarding a report on Enterprise Park and a Spoils disposal area. Essentially, the area is used for parks, department clippings, mulch and public works disposal items. The grand jury was looking into whether the spoils area should be there if it causes any safety issues, pollution issues or fire issues. The grand jury report had four recommendations for the area and three commendations. The city has addressed the recommendations in a proposed letter for the city Council to send to the grand jury. These mainly focus on the development of a site disposal maintenance plan, which is a documented management plan for this area to ensure the city knows what comes in and what goes out. This plan will formally document what the city has already been doing in that area. Council voted five zero to send the letter.

Item 911 considered amending an ordinance that addresses one way traffic in the city of Redding. This would update some of the alleys in downtown Redding and allow changing the direction of the one way alleys to create better traffic flow and parking in downtown. Specifically looking at the California Street Market Alley next to the new California street development, this alley was intended to flow northbound to facilitate traffic circulation in the area, and this amendment would only include those blocks south of Tehama Street. This change was coordinated with public safety businesses and city staff. Staff also cleaned up some dated street references from the Muni Code and Ordinance Council approved this change. Five zero.

The last topic of the evening was 915. The council considered approving a new salary schedule for the International Brotherhood of Electrical Workers Power Production Unit. Ibew Up. Council approved five zero. That's it. Thanks for listening.
