Welcome to another Redding City Council update. This update is from the Redding City Council meeting that happened on May 3rd and 2022. Lots of good stuff in here. First, Mayor Christian Schrader started off the meeting by making a proclamation declaring May 7th, 2022, Wildfire Community Preparedness Day and the Month of May as Wildfire Community Preparedness Month. This is part of a national campaign that works to get communities together to help raise awareness and reduce wildfire risk. The fire chief, Jared Van Land Ingham and Fire Marshal Craig Whitner gave a quick presentation on Wildfire Community Preparedness Day, the home ignition zone and what you can do as a community member to help prepare your home for wildfire. This includes things like removing leaves from gutters, moving wood piles, trimming trees and clearing dead brush. These are all simple things that can make a really big difference.

Next up, items from the consent calendar. And again, the consent calendar are items that are considered routine and require no further discussion. The mayor will send letters of support to California Legislators for Assembly Bill 1789, which would create a new commission and appropriate funds for new California Trails and Greenspaces. Ready? We look to benefit from that funding to continue to create, enhance and expand on our current wonderful trail system.

Also on the consent calendar are a number of bid awards for the construction coming on Bickley Lane and the Loma Vista area. So construction has already begun in that area, but it's a big project so there's a lot more coming in the next year. And these were just some of the bids that were awarded for that project.
Steve:
With regard to the Redding Airport, the council authorized the development of a terminal assessment study at the airport and awarded the consulting services to Mead and Hunt, Inc. With all the new services and growth at the airport is seen as well as aging infrastructure. This assessment would help plan for the future of the Redding Airport.

Moving on. We also had an appointment to the Shasta County Commission on Aging. Mayor Schroeder reappointed Barbara GIOVANNELLI to the Shasta County Commission on Aging. She's already served two years there on that commission and will serve for another two year term beginning in January of 2022.

On the regular calendar, there are a few items to note as well. After the council's direction at the last meeting to move forward with the riverfront specific plan instead of property surplus. Redding City Manager Barry Tip brought before the council a recommendation to adopt budget resolution appropriating $1.25 million from the American Rescue Plan Act. Monies to hire a consulting firm to develop a riverfront specific plan. 500,000 would be diverted from the South City Park Project and 750,000 would come from the citywide broadband project to fund the development of an update to the riverfront specific plan. There was a lot of discussion and questions from the city council, so we encourage you to watch the full video. But ultimately they voted 4 to 1 to move forward and appropriate the $1.25 million from the ARPA funds with the specific stipulation that the city would host two open houses and a survey for the public about the update. So look for more information coming about those soon.

Next, the council considered some new information regarding the bond issuance for a new fire station and upgrades to the existing fire stations. So if you've been watching the news lately and you're a financial person, you know that the bond markets have changed in the last few months and that the current rates will affect how much the city will ultimately receive as part of this bond process. So the recommendation approved 5 to 0 by the Council would hold on the bond issuance and allow city staff to continue working with allocated money for architecture services, property acquisitions and etc. while they continue to monitor the bond market. City staff will bring back the bond when they think it's more favorable. Potentially, this slows down the process but makes for a wiser financial decision given the current bond market.

Council also heard an update on the housing division programs and activities from Deputy City Manager Steve Bayne. He covered a lot of great information on housing programs and services, including income restriction guidelines, how the housing voucher system works, and income eligible projects that are either finished or currently underway. He also provided details on emergency shelters coming to rent and soon, and statistics on our unhoused population, as well as how the city plans to address those needs. It's so much great stuff. We're planning to bring Steve on the podcast soon to cover all of these topics, so stay tuned.

Lastly, the City Council approved a long term resource contract for renewable wind and solar energy. For our new shell energy. North America will sell renewable solar and wind energy to Redding electric utility for the next ten years, starting in January of 2025. This purchase will provide renewable energy credits that help you comply with the state of California renewable energy requirements. Ari has been working on this for quite some time, and they're really invested in bringing renewable energy sources to our community. So this was a big win for our view and the council was very excited to hear about it.
