Steve Bade I am the Assistant City Manager with the City of Redding and I'm going to bring you a recap of the February 21st City Council meeting. We open that meeting up with a couple of really good presentations. Todd Jones, president of the Chasse Economic Development Corporation, did a presentation he really wanted to express to the community why invest in economic development. He was really hitting home that it's a benefit to our parks, public safety, housing, having a strong economy creates a healthy community. The CDC is an important part of selling Shasta County. One thing that Todd brought up because of that outreach efforts between some city manager office staff and our airport staff and then Todd, we had some great conversations with a few of the airlines. And United Airlines is one airline that's going to be increasing their service here in the community, going back to three times a day as they head to San Francisco. And then also, we understand from the airlines that we do have operating out of our facility that they're really in focus on improving their current service as opposed to expanding in 2023. So I would look for any expansions to happen possibly in 2024. The second presentation we had was with the Redding Rodeo Association honor their 75th anniversary. So that was a big milestone for a long standing, active community organization. It's probably the biggest event in our community. They expressed that they do have an economic impact in our community of about 8 to 10 million.

Great presentation by the Rodeo Association in regards to our agenda items on the consent calendar that I would like to highlight. One thing is our Stillwater Development Council approved a Second Amendment to the Real Estate Purchase and Sale agreement with Crossland Barns Group, and this is for a 3.7 acre parcel. This is a parcel that is going to be home to an industrial distribution facility for a local commercial client that wants to expand their business and move into a larger facility. So council approved that and we're looking to extend the close of escrow to March of 2023. The next item was 4.2 A, and it is a request where a council approved the authorization for the submission of a grant application to the California Homeless and Financing Council. The City of Redding is looking to apply for an amount up to $10 million. It's a good grant for us to seek. This would be our second time to be awarded some funding with this grant. We believe if we're successful with the grant, that it would really benefit our efforts and partnerships for our emergency occupancy program and then also emergency housing sites and then our crisis intervention response team efforts along with our county partnership with Health and Human Services. So this would be just another opportunity for us to create more beds for our unsheltered population and get them heading in the right direction.
Steve Bade, Assistant City Manager:
We're always excited to get some additional grant funding to make those efforts happen. Council also authorized the award of a grant from the California State Parks Division of Boating and Waterways, which the city would use to fund recreation divisions. Youth boating and water safety programs is a grant in the amount of 38,000. The next item is another grant application. This one is for the Community Resilience Center's program for Pan Around Park. The staff was asking for approval for a $10 million application to that fund. This is in conjunction with the Panorama Park Project, which is a 10.5 acre community park with a 20,000 square foot community center Item 4.6 C was consideration of the letter of agreement with Big League Dreams USA regarding the overdue lease payments and capital improvement plan. And so the Council approved the letter of agreement in June of 2020. We were able to meet with the new owners with all this process and the new owners and deferred maintenance basically wanted to initiate the repayment of all the past two payments in February 2023, and they want to start that off at 18,000 per month with full payment by the end of 2023. So last night was approving this letter. It's like this letter of repayment agreement. So council supported it, had some general questions about the capital improvements and the schedule. Big chunk of these improvements should be done right in time for some of the spring ball activity.

So good to see council support for big league dreams and moving in the right direction again. The next item, they moved 9.4 A and they did this because they're considering a report regarding the formation of a directors ad hoc committee to provide input for potential modifications to the municipal code related to short term rentals, and City Council accepted the report and then provided direction to staff for the formation and focus of the directors ad hoc committee. And in general, what you're going to see is city staff is going to probably direct a survey and do a number of efforts for outreach to the community to gather their. Input about the short term rentals. Take all the input that's been received over the last probably 912 months and then plus the new information that they receive and they're going to summarize all those details and then put it into an ordinance and take that information back to planning commission. And by doing it, this process staff can use some good expert resources and really cut to the chase and get some good momentum back with the short term rentals and address the concerns of the community and of staff and businesses. And so I think they're hoping to get that to planning commission quickly. This work will happen over February and March with it going probably to planning commission in March and then turning around and taking this back to the City Council in April of 2023.

So good dialogue, good direction to try and get the varied opinions between the Community and Planning Commission and City Council and bring it all together under one document and have a good recommendation that supports the community's interest city's interests Council's interests, Planning Commission's interests. So look forward over that for the next couple of months. And because of that activity, Item 6.1, the public hearing was pulled from the agenda last night and so it did not move forward and that was a public hearing to reconsider the rezoning application and amending the ordinance for the short term rentals. So look for that to come back at a later date, probably in the second meeting of April. The final item we had was 9.6 D and that was council approved the concession agreement with Todd Franklin, also known as TFE Investments Group LLC. And this is all in subject to the food truck court called the Park, located at Carnegie Park. And the term of the concession agreement is ten year term and that would start on March 1st, 2023 and terminate on March one of 2033. It was noted that over the last four years, staff has really learned more about the marketplace and operational constraints of the park. And so this agreement includes the adjustments based on things that have been learned in current conditions and some of the highlights that remain for that are the rent that will be paid, which is 1020 with 2% increases annually, the park shall operate at least four days per week.
Steve Bade, Assistant City Manager:
The number of allowable food trucks present any time is a minimum of three and a maximum of seven. And then then also that the concessionaire, which is tfe investments would provide the maintenance including trash removal, landscape maintenance and restroom maintenance. And then also permission is required from the city to make any improvements or modifications to the park. Other modifications included weather conditions that result in cancellation of operation when outdoor temperatures reach 105 or more or 60 degrees or less. The agreement is going to be for ten years instead of five rolling two year terms. And then the concessionaire could terminate the agreement with 120 days notice and then the city can terminate for cause. This has been a great partnership between the city and TFE investment, and it's really brought some good life to a downtown park and so brought in a number of people that go into downtown. They visit the park or the event, whether it's art, music, whatever. And then after they've hung out there for a little while, they disperse out into downtown and support the restaurants. So really good to see that agreement getting approved and for a ten year term. And that would close out our meeting. Thank you.
