Today we will provide a brief recap of the Redding City Council meeting on November 1st. As always, this is intended to be an informal overview, so be sure to watch the council video if there are topics you'd like to have more details about. To start off the meeting, there was a presentation from California Department of Insurance providing an update on the Safer from Wildfire partnership and other insurance resources available to the public. Next, Mayor Pro Tem S.A. requested to pull 4.6 C from the consent calendar and move it to the regular agenda for more discussion. This item deals with funding sources for South City Park and we'll touch more on that item as it comes up on the regular agenda.

Some other notable items from the consent calendar were that the Council approved the reallocation of some fund savings from the Redding Aquatic Center Pool plaster project to go back into the facility budget for additional renovations. So look out for some more improvements. Come in there soon. Also, solid waste was cleared to purchase a new hook lift truck to help comply with state regulations for composting related to SB 1383. This has been mentioned before, but SB 1383 mandates that organic material be diverted from the landfill and is recycled instead. This creates a new process for both the city and the community. So it's important to note that the city is working to be in compliance with those regulations. Next, Mayor Schroeder reappointed Kari Church Goldson to the Shasta Public Library Citizen's Advisory Committee. She's already a serving member and will continue to serve until 2026.

Now onto the regular calendar. Travis, many from the Community Services Department gave an update on the 16th annual Community Creek cleanup effort that took place in Knorr Pond Open Space. This October 1st, hundreds of community volunteers showed up, along with city staff and various organizations, to help pick up litter and clear vegetation from the property. During a four hour period between the massive cleanup effort that took place in the space earlier this summer and the Community Creek cleanup efforts in North Pond, both in 2021 and in 2022. Almost £300,000 of trash have been removed from the space.

The next item was regarding the South City Park funding source. The City of Redding proposed exchanging American Rescue Plan Act or ARPA funding sources for CBD G funds, which are community block development funds to help pay for the renovation of South City Park. There are a number of restrictions on ARPA funds that don't allow the city to go after additional federal grant funds, and the original ARPA amount would not cover the redesign needed. Swapping funding sources to CBD G funds allows the city to take advantage of other federal funding available and apply for additional grants to bring more dollars to the project. The Council agreed with the swap and approved 4 to 1 to move forward.

Next, there was an oral presentation by the Crisis Intervention Response Team, or SERT. The team began in September of last year and is comprised of a mental health clinician from Shasta County Mental Health and two Redding police officers. Their main role is to handle mental health crisis calls, suicide prevention, Alzheimer's and dementia calls. They also give drug and alcohol counseling and help provide housing solutions for those who are unhoused. In our area, the SERT team wears plain clothing and drive unmarked police vehicles to alleviate any potential discomfort for those who are more sensitive to law enforcement or who may have had a negative law enforcement experience in the past. This past year, they've responded to 100 calls for service. They've housed over 40 individuals and assisted ten veterans, along with assisting in several other very important ways. Overall, this program has been successful and the council is looking to expand these services in the coming years.

Next up, the city attorney gave a report on large parcels around the city of Redding that are blighted in one way or another. They are hard to clean up because of their size and dumping of large items on larger properties can make cleanup more expensive and difficult. The city attorney proposed the increase of the fine for blight on property of two acres or more to $1,000 a day to incentivize property owners to take care of their properties. There's some great council discussion on this topic. Some thought that 1000 was too steep of an increase in the fine, while others said it was a good amount for extreme offenders. Ultimately, the council settled on a $500 fine with the additional stipulation that if the $500 fine isn't working as intended, the city attorney will bring back the item for additional conversation. This resolution passed five zero.

Lastly, personnel brought a resolution to amend the City of Redding's contract with the California Public Employees Retirement System, or CalPERS, to increase employee contribution by 2% for unrepresented Public Safety Management employees.
