Hi there. This is Director of Public Works Michael Webb with you today to do a recap of the regularly scheduled April 16th, 2024 council meeting. Council started at 6 p.m. sharp and began began with a pledge of allegiance, followed by an invocation given by Reverend Ken Ficklin Unity and Redding followed up by Roll Call. And then we jumped into public comment with very little public comment that evening, and then jumped into consent calendar. Consent calendar consisted of eight or so items, with 14.1 A being requested to be pulled from consent calendar by Commissioner D'acquisto, with the remaining items on consent calendar being approved unanimously by Council without conversation. Item 4.1 A that was pulled from consent, then was discussed first during regular calendar A 4.1 A regarded the city of Redding, providing a letter of support to the county's opposition of the California Energy Commission's wind farm project. Ultimately, after a few public comments, as well as public comment from Shasta County CEO Danny Rickert, the council approved adjusting the letter written by staff and submitting to the state of California. The remaining items on regular calendar consisted of development services preparing a letter to be submitted to the BIA regarding the Redding Rancheria Fee to Trust and Casino. Final environmental impact statement. After a high level explanation by City Manager Tippin and a few questions from Council member Marzano and other council members, the council ultimately voted and approved or authorized Mayor Audette to sign the letter and submit it to BIA.

Next, we had a council consider a report regarding the terms and qualifications of the City of Redding. Planning Commission's members Council received a report from staff that listed the current Planning Commission's members, their background and experience, and a conversation ensued regarding potential changes to Planning Commission membership. Ultimately, Council decided to bring this matter up at the next regularly scheduled City Council meeting. Next, we had a presentation from Chief Barner RPD regarding body worn cameras for Redding Police Department. Chief Barner provided a presentation giving statistics of the data that has been received and overall, the success that the city has experienced in using body worn cameras during RPD activities. Finally, Public Works provided a presentation giving an update to Council regarding an update to the downtown Redding parking ordinance. Changes included updating parking around the post office, as well as updating parking around Redding Fire Station Number one, as well as increasing the time limits from 2 hours to 4 hours along Oregon Street in the direct vicinity of the courthouse that has recently moved and began business at their new location. After much deliberation and comment from members of the courthouse, Council ultimately approved the parking ordinance as recommended by staff. Finally, after that, a few council members reported recent travel and the meeting was adjourned.
